The council runs a  helpline to help people who are feeling isolated, or who need help, support or other advice.

Community support

The council has set up Exeter Community Wellbeing, to coordinate requests for or offers of community support in Exeter.

People who cannot afford to buy food may be able to get help from Exeter Foodbank.

Help to pay council tax

Council Tax Support is available for people on a low income to help them pay their council tax.  For people of working age, entitlement is based on a local means-tested scheme and can reduce the amount of council tax payable by up to 80%.

Where people of working age qualify for Council Tax Reduction, their annual bill will be reduced by a further £150 in 2020/21.

For people of pension age, entitlement is based on a national means-tested scheme and can reduce the amount of council tax payable by up to 100%.

The council also has an Exceptional Hardship Fund for people who are still struggling to pay their council tax and experiencing financial hardship even after any reductions are applied.

Discretionary housing payments

If Housing Benefit or Universal Credit Housing Costs does not fully cover a person’s rent, they can apply for a Discretionary Housing Payment (DHP).  DHPs can be awarded to cover all or part of a shortfall or to assist with the cost of taking up a tenancy. As well as help with rent shortfalls, a DHP can be considered for:

  • rent deposits
  • rent in advance
  • other lump sum costs associated with a housing need.

COVID-19 Exeter Wellbeing Support Fund

The council has launched the Exeter Wellbeing Support Fund to give rapid short-term financial support. It is aimed at those in financial hardship as a direct result of the Covid-19 pandemic.
